  1. CAIRO CONFERENCE

  7.      The several military missions have agreed upon future
  8. military operations against Japan.  The Three Great Allies
  9. expressed their resolve to bring unrelenting pressure against
  10. their brutal enemies by sea, land, and air.  This pressure is
  11. already mounting.
  12.      The Three Great Allies are fighting this war to restrain
  13. and punish the aggression of Japan.  They covet no gain for
  14. themselves and have no thought of territorial expansion.  It
  15. is their purpose that Japan shall be stripped of all the
  16. islands in the Pacific which she has seized or occupied since
  17. the beginning of the first World War in 1914, and that all the
  18. territories  Japan has stolen form the Chinese, such as
  19. Manchuria, Formosa, and the Pescadores, shall be restored to
  20. the Republic of China.  Japan will also be expelled from all
  21. other territories which she has taken by violence and greed.
  22. The aforesaid three great powers, mindful of the enslavement
  23. of the people of Korea, are determined that in due course
  24. Korea shall become free and independent.
  25.      With these objects in view the three Allies, in harmony
  26. with those of the United Nations at war with Japan, will
  27. continue to persevere in the serious and prolonged operations
  28. necessary to procure the unconditional surrender of Japan.
